Federal Reserve Cuts Borrowing Costs for Second Instance This Calendar Year During Financial Instability

The US central bank cut interest rates on Wednesday, marking the second rate cut this year amid financial volatility originating from the federal government shutdown and tariff policies.

Decision Comes at Extraordinary Moment for Central Bank

The move to reduce the benchmark interest rate by a quarter point to a span of 4% to 3.75% arrives at an unprecedented moment for the Fed. The authority has been under significant strain to cut rates despite persistent inflation.

Fed Statement Highlights Labor Market Changes

In a statement, the Federal Reserve stated that the unemployment rate had increased but remains low. “Job gains have slowed,” the release reads. “Inflation has risen and remains somewhat elevated.”

Government Shutdown Complicates Fed’s Job

The ongoing federal government shutdown, now among the lengthiest in American history, has also complicated the central bank’s task. Collection of key economic data has been indefinitely halted as employees at the Bureau of Labor Statistics are furloughed during the shutdown.

Data Gap Impacts Policy Decisions

The Federal Reserve usually studies BLS data to assess labor market conditions, such as the count of new jobs added to the market and the current unemployment rate. The last jobs report was published in the beginning of last month, prior to the closure, and provided a relatively bleak overview of the employment scene in August.

The figure of jobs created to the economy in August was down by more than 100,000 since the earlier season, and unemployment rose to four point three percent – the peak since three years ago.

Private Data Indicate Continued Slowdown

Though the bureau was scheduled to release September’s job market report in the start of last month, it halted its publication when the closure started. Employment data company ADP reported earlier this month that the business segment eliminated 32,000 jobs in September, a sign that the job market is continuing to slow.

“Supply as well as demand for labor has declined significantly,” central bank head the Fed chairman said earlier this month, a trend he had earlier attributed comes from trade and immigration measures.

Inflation Report Shows Gradual Rise

Though BLS’s employment data has been paused, the agency still issued its price statistics for last month that indicated that prices are going up, albeit gradually. Costs rose three percent over the past twelve months, the highest since the start of the year. In spring, the annual inflation rate was two point three percent, the lowest it has been since 2021. The Fed’s target inflation rate is two percent.
