Europe felt a moment of respite on Monday, as the crisis triggered by the introduction of a new 28-article proposal for resolving the conflict appeared – briefly – to have been contained. A senior US official spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its retaliation: a renewed assault of aerial bombardment on Kyiv.
The Rhythm of Diplomacy and Destruction
The sequence of conflicting incidents captured the bleak nature of the current period. By day, political struggles are waged: optimistic declarations are released from different nations. Considerable effort is allocated on restraining certain initiatives. By night, Moscow brutally reminds the world that, for them, conflict continues to be the main instrument for achieving "settlement".
Nocturnal Warfare
As military strikes developed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was exposed. Ukraine is able to track missile launches from Russian territory, a capacity provided through current data. From vantage locations, defense planes that had been scrambled to engage hostile guided weapons roared overhead – advanced fighter aircraft delivered to Ukraine by European allies.
Shortly after, Kyiv's anti-aircraft weapons thundered: defensive missiles deployed against a Russian ballistic missile. This was a sophisticated defense system at work, presumably supplied through Western nations. Every firing jolts you unexpectedly, causing tremors. The instant of fear quickly gives way to grim resignation: perhaps the hostile projectile won't cause damage this time, preventing destruction from ruin and additional electricity failures.
Persistent Threats
Soon after, a large-caliber weapon engaged a aerial vehicle somewhere nearby, part of a rapid response unit – most likely Western-made equipment. Unfortunately, the projectiles didn't strike the enemy aircraft – it continued its flight toward its destination.
Periodically, this persisted until dawn. Kyiv faced the daybreak reports: several casualties, destruction and utility failures in multiple buildings as a result of the nocturnal offensive. As always, everyone still maintained normal activities – living the war. But those entire period encapsulated Ukraine's critical military reliance on international aid – a dependence that regional partners are demonstrably unable to substitute in the immediate future.
Unsuccessful Negotiations
The comprehensive proposal from Washington sparked intense emotion, discussion and deep concern – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and international summits.
Every new approach from US leadership unfolds according to the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They contain the crisis but never actually achieve victory. This pattern will, certainly, continue.
Tactical Assessments
It is easy to blame specific actors of consistently pushing Russian terms. But that does not seem to be the whole story. Washington operates on a principle well known to seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The White House believes that it is unrealistic to pressure the Kremlin to relinquish the areas that it presently holds in Ukraine's occupied territories.
The issue is that while recognising this factual reality, US leadership does little to deter Moscow, through diplomacy or military means, from believing that the status quo will not shift further in its favour in the months ahead.
Conflicting Perspectives
Therefore, the Kremlin is convinced that time is on his side – that Ukraine and its partners are coming close to fatigue. Their reason to agree to terms that does not give them the maximum possible gain is close to zero. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's leader remains completely certain in the result.
On the contrary, Kyiv believes that Ukraine can still endure, slowly losing civilians and areas but avoiding a total frontline collapse until circumstances change in its favour.
Existing Situation
Objectively, there are no actual prerequisites for a armistice. Now, individual motivations are becoming relevant: leadership ambitions to mediate resolution and achieve global acclaim, and Ukrainian leadership's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the national cause against any initiative Kyiv finds unsuitable, so that their priority does not switch to internal issues. And although their objective will now be considerably more difficult after latest incidents, it remains quite doubtful that this will change their overall approach.
These two forces are driving the talks.
Summary and Prospects
It took a just a single week to kill the suggested clauses of the most recent proposal. Forceful and unpredictable management of the matter by US administration, opposition by Ukraine and the rest of Europe, along with pacifying measures of negotiators, and finally, latest revelations, all did their job.
While new plans based on old ideas are approaching, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are based on Russian demands and demonstrate certain reluctance to change the course of events, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the coming months, primarily depend on continued Western support.
